     Mr. Kiyohede Ogawa was employed by the Labor
Relations Section, Kyoto Civil Affairs Team as an
Advisor from 7 January 1948 until 27 February 1949, when
it was necessary to release him due to ill health

     During his employment with the Team he worked
long hours and never took any holidays.  The physical
and mental strain associated with his work was possibly
a contributing factor to his illness.

     His devotion to the duties assigned him has been
superior. He is intelligent, conscientious, and a credit
to his nation.

     I would be very happy to employ him again, but
due to the deactivation of all civil Affairs Teams it
is quite impossible.
